It's never been an easy road to locate and open homeless shelters in San Diego County. Undaunted, elected officials and advocates for homeless people continue to press forward with projects targeted for Santee, Chula Vista and possibly Inspiration Point in San Diego's Balboa Park, among other areas. But political, logistical and financial hurdles remain. It wasn't too long ago that finding a home for the one annual winter tent shelter erupted in major battles at San Diego City Hall and beyond. The facility typically ended up on Newton Avenue south of downtown.
